[Mep-dev] Draft 3 of Neon test code document

Thank you to David Batzle for the comments and critique on version 2 of the neon test code document. Current draft can be found here:

It will be in the project feed as well. Version 4 of the draft is in the works. If you are interested in learning more about the neon coprocessor on ARM cortex (used on the Beagleboard) then this document might help you get off the ground. We plan on using the Beagleboard for MEP development, and the addition of Neon support to the FFTW library is a helpful thing.
