[Mep-dev] Updated neon-test tutorial document

The second draft of the tutorial on neon-test test suite has been released. 

If you're interested in learning the basics of the NEON instruction set, then this might be of interest. Comment and critique welcomed and encouraged, and I'm looking for good sources of general SIMD techniques. Like, a textbook or paper that is widely read in the field, or a set of "good practice" guidelines from personal experience.
