[Mep-dev] SBMS Transverter Test Plan, and San Diego Microwave Group meeting tonight

Thanks Kerry for the work and the nice write up.  The transverter's IF
filter is too narrow and has poor group delay across the needed pass
band as a result.  We have 10 Mhz allocation bidirectional for earth
to space and space to earth and 100 MHz world wide terrestrial.  But
the pictures provided show the filter is really too narrow even for
the 10 MHz allocation.  It really does need to be nearly flat with
group delay characteristics as constant as possible across any
bandwidth chosen.
