Why not build MEP as a Layer 2 network?  Transport Ethernet frames,
and you can do just about anything.

IP can be built on top of that, plus other protocols can be supported,
including very robust IP networks (with real routers, hosts, etc.)...

I might want to run IPX or Appletalk...  ;-)
