Gnu Octave is a pretty good and a mature Matlab "clone". Code I have
written has been relatively portable between both the commercial
Matlab and Octave. Plus, Matlab is fairly available at work places,
schools, etc.
Octave exists for Linux, Windows, Mac, etc. There is no Simulink-like
capability though, which might be useful for system modeling.
Organizations like AMSAT might have licenses available...
